Things have changed regarding liquor license renewals! The State of Vermont has decided that all Liquor License renewals will be applied for through their online portal.
Tobacco Substitute Endorsements and Outside Consumption Permits (don’t forget to upload a detailed map) need to be applied for as if they were new applications due to a snafu on the portal.

Please, go online and apply to renew your license. We cannot see your renewal application until you submit it. Once submitted we will communicate with you through the messaging feature of the portal. You must send us a check for the Town Fee listed in the portal.
Unfortunately, you can submit your application without filling in all of the fields. Please, make sure to fill in all of the fields you can: owner and contact names and all contact info., name of establishment and physical address, etc.
Liquor license renewals are subject to review and endorsement by Dover’s fire chief and police chief. As such, timely submission is key. Afterward, the Select Board/local Board of Liquor Control will review renewals at a regularly scheduled meeting held on the first and third Tuesdays. In order to be considered as an agenda item, you must notify this office by 3pm on the Thursday prior to a Tuesday Select Board meeting. So, please do not delay!
Also, please note that it is the policy of the Town of Dover that prior to renewal of a liquor license the licensee must be in compliance with the following requirements:
- The licensed premise must undergo a Department of Fire Safety fire inspection at least once every four years for bars and restaurants and five years for businesses with no on-site consumption. A copy of Fire Safety’s inspection report must accompany the renewal (you can upload it in the online portal). For further information about your fire inspection due date, contact the Town Clerk’s office at 464-5100 x2 or x3.
- All licensees and employees must attend a Vermont Department of Liquor Control (DLC) training related to the serving of alcohol at least once every 24 months. A copy of DLC’s Certificate of Seminar Attendance must accompany the renewal (you can upload it in the online portal).
