To renew or register your short-term rental property

visit the Registration Portal here

(enter 058 before your parcel ID for new registrations)

Renewals:

An email will be sent 30 days prior to your registration expiration as a reminder.  Log in to the portal above to renew.  If no information has changed; you do not need to complete and fields or upload photos - just click to the next screens for payment and to submit.

New Registrations:

Short Term Rentals that rent more than 14 nights a year need to register through the above link.  View the passed ordinance here: https://www.doververmont.com/media/8486

You will need the following photos/documents to upload to complete the registration process:
Completed Fire/Safety Self Certification
Posted Emergency Contact List (Photo)
Proof of Bear Proof Trash (Photo)

Properties with an occupancy of 9 or above also need to upload their Occupancy Certificate from your Department of Fire Safety inspection

When searching for your property by parcel number, add 058 to the beginning (for example 058RT024X).

You do NOT need to register before launching a listing or accepting a booking.

Got a letter?

Letters are sent directly from our registration website vendor in San Diego to any property with a short term rental listing using the 'Grand List' information from our Assessor. If you purchased your property within the last 18 months or have changed mailing addresses you may not have received any letters.  They are a series of 3 letters, after which you'll be contacted directly by the Town if you have not yet registered. Please note these letters are on an automatic schedule and may have already been in process when you completed your registration.  If you have received your STR registration certificate; please disregard any additional letters received. If you have any of the following issues or questions, please contact econdev [at] doververmont.com (Shannon).

  • If the listing screenshot on the back of your letter is NOT your property
  • If the address in the subject line is incorrect
  • If you'd like to update your mailing address
  • If you are no longer using your property as a STR
  • If you are a new property owner and would like to rent your unit as a STR
  • If you can not find your property in the registration portal, even after adding 058 before the parcel ID number

Rent your property long term?

If you rent your property exclusively seasonally or yearly, you are not considered a short term rental and this ordinance and registration do not apply to your property.

Additional details:

1. All properties listed as short term rentals within the Town of Dover, VT are required to register. In Vermont, a short term rental is considered any furnished dwelling that is rented for less than 30 days at a time, but more than 14 total nights in a year. The cost to register each property is $125 a year. This amount covers the cost of covering the property with the company who will be managing the process, Deckard Technologies. Deckard will compiling information on each listing (all public information available from your listing and your lister's card). Your information will not be sold or shared in any way. The other service that the company provides is a 24/7 hotline and online portal for complaints if there are issues with properties.

2. Be sure that you are compliant with the rules and regulations set forth by the State of Vermont regarding fire safety. Per the State, any property sleeping up to eight people are required to complete the “Short Term Rental Safety, Health, and Financial Obligations” compliance self certification worksheet, found here: https://firesafety.vermont.gov/sites/firesafety/files/documents/Short%20Term%20Rental%20healthand%20safety.pdf
This completed form is uploaded as part of your registration. When it asks for number of rooms, this refers to bedrooms.

For properties with an occupancy of 9 or above, in addition to the self certification completion and upload, an inspection from the State of Vermont Department of Fire Safety is required. You will either enter the date of your scheduled inspection or if you have already had this done, upload your Occupancy Certificate received after your passed inspection.  To schedule an inspection, contact the Vermont Department of Fire Safety - Springfield Regional Office

*Please note, these are all existing State of Vermont requirements.  The only addition the Town of Dover has made is the registration itself.*

3. You may already have a contact sheet posted in your property that lists emergency and non emergency contact numbers.  You may upload a photo of that or use the template provided above.

4. Contact information for at least one owner of the property will be required for the registration. With many of our homes being owned in trusts and LLCs, it is important for us to have direct contact information for at least one individual who has an ownership stake in the property.

5. An “Assigned Point of Contact” is required. This can be a property owner, a property manager, or anyone you assign to be responsible for the property while it is being rented. The ordinance requires that someone be able to respond to an issue on the property within 1-hour,  24/7 while being rented. This does not require the APC to be on property within an hour, but someone must at least answer the phone to address any issues that may arise through the complaint hotline/portal and/or local emergency services.

6. Bear proof trash and recycling storage is required for each rental property. This can be in a closed garage, barn shed, bear proof dumpster, bear proof locker, etc. This is certified via photo upload as part of the registration process.

All of these requirements are covered in the STR Ordinance linked above. If you have questions, please contact econdev [at] doververmont.com (Shannon)

A reminder that all properties with an automatic Fire or Burglar Alarms must register them with the local Fire or Police Department Dover Police Department  West Dover Fire Department
