The Dover Municipal Water Task Force was established by the Dover Select Board on September 17, 2024. The following members were appointed to this Task Force to each serve a two-year term:

Task Force Scope of Responsibility
The Task Force was charged by the Selectboard with guiding the Town’s efforts to consider development of a municipal water system. Task Force members will:

Interface with a selected engineering firm to update the 2010 Feasibility Study including such elements as gauging community support and potential demand and assessing availability of satisfactory water sources, potential location, design and service area, cost and timing of system construction and Town capacity to finance, operate and maintain the system.

Conduct public hearings, meeting and information sessions to facilitate communication with Dover residents, homeowners and business owners regarding the proposed water system to ensure fair consideration of their views, keep them informed and build support to ensure financial viability of the system.

Support and oversee the preparation of and monitor the status of applications for available State and Federal grant and loan funds for the Feasibility Study update, a Preliminary Engineering Study and Environmental Assessment and each following phase of the project for which such funding may be available.

Coordinate Town interface with engaged contractors for system design, construction and user connection.

In coordination with Town retained consultants, liaise with State and Federal agencies to obtain necessary permits for the system.

Provide support and oversight of the Town’s application for appropriate long-term financing for all aspects of the project including engineering, design, acquisition of land and land and water rights for water sources and system elements, purchase and installation of system components, construction of the system, connection to users and initial operating capital subject to final approval by the Selectboard

Serve as the Town’s primary point of contact and oversight with engineering firms and other vendors regarding the planning, design, engineering, construction and operation of a municipal water system.

Monitor and periodically report to the Selectboard upon the status of work on the project. As required, make recommendations to the Dover Selectboard regarding actions to advance the project.

Other duties reasonably related to advancing the water system project.
The Task Force meets on the 2nd and 4th Wednesdays of each month at 5:00 pm at the West Dover Fire Station and by Zoom. Members of the public are invited to attend.
