Economic Development

The Town of Dover operates a full time Economic Development Department funded by the locally collected 1% option tax. The purpose of the department is to attract new business, provide support to existing business, and to be involved at the local, State, and federal level to advocate for pro business decision making and policies.

Economic Development oversees programs in beautification, events, marketing, telecommunications, housing, business and workforce development, trails and venue for the Town of Dover.

Shannon Wheeler is the Economic Development Director and has worked for the Town of Dover since 2019.  She comes from a 20+ year hospitality career spanning bakeries, hotels, and resorts from Miami to the Adirondacks and the Green Mountains, including Mount Snow.  She is the current Southern Vermont Deerfield Valley Chamber of Commerce Board President, sits on many community committees, leads the Dover Girl Scout Troop, is a Justice of the Peace for the Town of Dover, a Notary, and serves as a representative for the Stratton Mountain School Parents Association.    

Gordon Goss grew up skiing and mountain biking at Mount Snow, which inspired him to pursue a career in outdoor recreation. He has spent over 10 years in the outdoor industry, working in conservation, trail maintenance, ski areas and mountain bike parks. Gordon is also a member of West Dover Search and Rescue. In his free time, he enjoys exploring the area's many trails and gravel roads on his bike.
